The Rights & Risks Analysis Group (RRAG) has urged the Office of the United Nations High Commissioner for Human Rights (OHCHR) in Bangladesh to investigate the recent killing of three indigenous people in the Chittagong Hill Tracts (CHT) and a series of attacks on Hindu minorities during Durga Puja celebrations.

Addressing the 60th Session of the UN Human Rights Council in Geneva, RRAG Director Suhas Chakma urged the OHCHR Bangladesh Office to probe the alleged extrajudicial executions of three indigenous persons at Guimara in CHT on September 28, 2025. The victims were reportedly protesting the gang rape of a 14-year-old indigenous girl when they were killed.

Chakma also highlighted at least 49 attacks on Hindu temples and places of worship during Durga Puja, which concluded on October 2, 2025.

“If the OHCHR remains silent on such serious human rights violations despite its presence in Bangladesh, it will erode victims’ trust in the institution and raise questions about its impartiality and credibility,” Chakma told the Council.

He stated, “OHCHR should extend technical assistance as the Bangladesh government has never investigated cases like extrajudicial executions at Guimara.”

Chakma further said that technical cooperation agreements signed by the OHCHR without specific country resolutions from the UN Human Rights Council should be presented before the Council for transparency.

He noted that the OHCHR fact-finding mission conducted in Bangladesh in July–August 2024 had found “reasonable grounds” to believe that international crimes, including crimes against humanity, had been committed.

However, the report was never formally submitted to the Council. “A mere side event organized by the OHCHR and Bangladesh is not sufficient,” he added
