Shillong: Meghalaya Chief Minister Conrad K Sangma on Tuesday addressed the SPARK Summit 2025 held at the U Soso Tham Auditorium in Shillong, reaffirming the government’s commitment to youth empowerment and holistic development through a series of targeted programmes.

The summit, organised under the initiative of SPARK (School Programs in Articulation, Resilience and Kindness), was attended by key dignitaries including Education Minister Rakkam A Sangma, Kharkutta MLA Rupert M Momin, Education Secretary Swapnil Tembe, and Director of School Education & Literacy Banteilang Kharshandi, among others.

In his keynote address, the chief minister emphasised the strategic integration of various government schemes aimed at fostering development across all sectors.

“Many perceive that governments function through isolated programs, but in reality, these initiatives are interconnected, driving a larger vision for Meghalaya,” he stated.

Highlighting demographic trends, Sangma noted that nearly half of Meghalaya’s population is under the age of 20, with the largest group between 0-4 years.

He described this as both a challenge and an opportunity.

“Our programs—from SPARK and Early Childhood Development to MPower, MGMP, YES Meghalaya, and sports initiatives—are long-term investments in our youth,” he said.

Sangma underlined the importance of a “life cycle approach” to policy-making, with interventions planned across various stages of life, including childhood, adolescence, youth, and adulthood.

“This comprehensive investment will yield exponential benefits for the state,” he added.

Particularly addressing the 9–19 age group, he stressed the need for guidance and support during adolescence.

He commended implementation partners like AVENUES for their role in executing SPARK and helping shape responsible and capable young citizens.

On Meghalaya’s developmental trajectory, the Chief Minister asserted, “If we aspire to be among the best-performing states in India, consistent and focused investment across all levels is essential. Despite challenges, we remain determined and optimistic about our future.”

The event also saw the distribution of tablets to meritorious students and certificates to participating schools. SPARK, implemented by AVENUES and supported under the Samagra Shiksha initiative, is part of the National Education Policy (NEP).

The programme has been lauded for promoting key life skills such as communication, emotional resilience, and empathy, with measurable outcomes in student performance.

The summit concluded with student performances and testimonials, showcasing improved public speaking and confidence—clear indicators of the programme’s impact.
