Dimapur: The Dimapur Police Commissionerate on Monday issued fresh directions requiring all accommodation providers to inform authorities about the arrival and stay of foreign nationals within 24 hours.
In an official order, Dimapur Police Commissioner and Foreigners Registration Officer Aotula T. Imchen cautioned that non-compliance with the directive under the Immigration and Foreigners Act, 2025, would attract penal action. The notification stated that delays, incorrect information, or failure to report would be treated as violations and could lead to legal proceedings.
Officials said the new Immigration and Foreigners Act, which came into force on September 1, 2025, has merged and replaced four earlier laws governing the entry, registration and stay of foreign nationals in the country.
Under the revised legal framework, the responsibility to report foreign guests extends to a wide range of establishments, including hotels, guest houses, hostels, rented accommodations, homestays, religious and charitable institutions, hospitals, tents and sarais.
The rules also place obligations on educational institutions admitting overseas students and on medical facilities that provide lodging or inpatient services to foreign nationals, requiring them to share the prescribed details with authorities.
As per the Act, all foreign nationals, including Overseas Citizens of India (OCI), are required to furnish personal information at the time of arrival and departure. These details must be stored electronically for a minimum period of one year and produced before registration officers, district administration or police officials whenever demanded.
Authorities said Form-III, earlier known as Form ‘C’, remains mandatory and must be submitted online within 24 hours of a foreigner’s arrival through the official portal indianfrro.gov.in or the Indian Visa Su-Swagatam mobile application.
Special instructions have been issued to hospitals, nursing homes and similar medical establishments to ensure compliance for foreign patients and their accompanying attendants who use lodging facilities. Educational institutions have also been directed to report foreign students staying in hostels in the specified format.

The police commissionerate said prompt and accurate reporting of foreign nationals is essential for effective immigration monitoring and for safeguarding national security.
