Kohima: The Nagaland Assembly’s Budget Session will be conducted in two phases, with the first phase scheduled to begin on March 2, officials said on Wednesday.
The session will open with the customary address by the Governor.
According to the provisional calendar released by the Assembly Secretariat, the first phase will run until March 12 and will comprise five sittings. The schedule for the second phase will be announced later.
The second phase is tentatively expected to begin with the presentation of the state Budget for 2026–27. A detailed programme for this phase will be notified on the final day of the first phase of the session, the Secretariat stated.
Chief Minister Neiphiu Rio will table the 2026–27 Budget during the second phase, after which members will hold discussions on the financial proposals.
In the initial phase, the House will take up starred and unstarred questions, discussions on matters of public importance, tabling of annual administrative reports and other official papers, as well as presentation of committee reports. T
The agenda also includes the introduction of government and private members’ Bills and resolutions, along with a debate on the Motion of Thanks to the Governor’s address.
The second phase will feature key financial business, including the presentation of Comptroller and Auditor General (C&AG) reports, review of trends in state receipts and expenditure, and supplementary demands for grants for the financial year 2025–26.
The session is also expected to deliberate on significant issues such as the recently signed Frontier Nagaland Territory Authority (FNTA) agreement and demands from certain groups in Kohima and Dimapur seeking exemption from the Nagaland Liquor Total Prohibition Act, 1989.
Notably, this will be the first Assembly session since the signing of the tripartite agreement on the Frontier Nagaland Territory Authority between the Centre, the state government and the Eastern Nagaland People’s Organisation (ENPO).

It will also mark the first Budget Session following the merger of the Nationalist Democratic Progressive Party (NDPP) and the Naga People’s Front (NPF), a development that has reshaped the political landscape in the state.
