Gurugram Police arrest Naga woman for aiding China-based cyber fraud network

In a joint operation with the Indian Cyber Crime Coordination Centre (I4C) under the Ministry of Home Affairs, Gurugram Police have arrested a Naga woman for allegedly facilitating cyber fraud operations linked to China-based criminals.

Police said the accused was providing call support services to overseas fraudsters by operating a virtual SIM box from a rented apartment in Sector 28, Gurugram.

The operation, conducted on February 10 following specific intelligence inputs, led to the recovery of seven mobile phones, a WiFi modem, three SIM cards and a broken laptop from the premises.

According to officials, the setup was being used to convert international Voice over Internet Protocol (VoIP) calls into local Indian calls, allowing foreign cyber criminals to contact Indian citizens without detection.

The fraud operations allegedly included digital arrest scams, gaming fraud, investment scams and other cyber crimes.

The raid was carried out by a cyber police team led by ACP Priyanshu Dewan.

On the fourth floor of the building, officers found multiple mobile phones actively making automated calls to Indian numbers using a VDMS APK application, which enabled continuous redialling after each disconnected call.

The woman, identified as Kung Panmae, a native of Dimapur, was taken into custody at the spot.

During interrogation, she allegedly admitted that she and her husband had installed the virtual SIM box infrastructure on behalf of China-based cyber fraudsters and provided network access through WiFi.

Her role, police said, was to keep the devices charged and continuously connected to the network, while her husband allegedly received commission for the operation.

A senior cyber police official said such illegal VoIP routing systems pose serious security risks, as they enable covert international communications and can be misused for large-scale financial fraud as well as internal security threats.

Police said the investigation is ongoing to trace the larger network and identify other individuals involved in the racket.
