Aizawl: Highlighting the Mizoram government’s intensified crackdown on narcotics and organised crime, Governor Gen (Retd) Vijay Kumar Singh has said drugs and other contraband worth Rs 816 crore have been seized by state police since April last year.
Addressing the Republic Day celebration after unfurling the national flag on Monday, the governor said the police registered 217 criminal cases during the period and arrested 338 people in connection with narcotics trafficking and related offences.
He said a major consignment of smuggled Burmese areca nuts valued at Rs 17.8 crore was also seized during enforcement operations. In addition, state police recovered 42 firearms along with ammunition and magazines, leading to multiple arrests and criminal cases.
The governor said strong action was also taken against the illegal liquor trade, with large quantities of locally made spirits, Indian Made Foreign Liquor, foreign-origin alcoholic beverages and beer seized. As many as 82 cases were registered and 99 persons arrested in connection with illicit liquor trade, he said, adding that Mizoram has remained a dry state since 2019.
“These concerted actions underscore the unwavering commitment of the Mizoram Police to safeguarding public order, curbing organised crime, and ensuring the safety and security of the people,” Singh said.
Referring to the role of the Excise and Narcotics Department, the governor said the department seized 475 kg of various narcotic substances and arrested 611 offenders in drug-related cases during the 2025–26 financial year. As a result of sustained enforcement measures, the department generated revenue exceeding Rs 1.69 crore during the current financial year, surpassing the prescribed annual target.
“These outcomes reflect the government’s firm resolve to enforce prohibition laws, curb drug abuse, and safeguard public health and social order in the state,” Singh said.
On institutional reforms, the governor said the Home Department has successfully completed the process of establishing the Directorate of Prosecution.
Turning to development initiatives, Singh said the state government is taking robust steps to accelerate progress across sectors. The flagship ‘Bana Kaih’ scheme, aimed at empowering citizens through financial, technical, infrastructural and institutional support under a whole-of-government approach, has entered Phase II of implementation.
He said loans have been disbursed to several progress partners under the loan component of the scheme, while financial assistance has also been provided through the Chief Minister’s Special Package Grant. A total budgetary allocation of Rs 350 crore has been made for the scheme in the 2025–26 financial year.

On healthcare, the governor said the Mizoram Universal Health Care Scheme has been launched to provide beneficiaries with cashless treatment of up to Rs 5 lakh. The scheme has been implemented across all state-run healthcare institutions, 13 private hospitals and three day-care centres within Mizoram, as well as 25 empanelled private hospitals outside the state.
