Aizawl: Mizoram has been officially declared India’s first fully literate state on Tuesday. Chief Minister Lalduhoma made the announcement during a celebratory function held at Mizoram University, in the presence of Union Minister of State for Education Jayant Chaudhary.
“This is a proud moment for all Mizos. As we mark this milestone, we must also renew our commitment to advancing digital literacy, financial awareness, and entrepreneurial skills across the state,” the chief minister said.
His remarks were shared by the Chief Minister’s Office via a post on X.
Union Minister Jayant Chaudhary lauded Mizoram’s achievement, attributing it to sustained community effort and visionary leadership.
“Mizoram has become the first fully literate state under the transformative ULLAS – Nav Bharat Saaksharta Karyakram. Congratulations to the people of Mizoram and Hon’ble CM @PuLalduhoma,” he posted on X.
He also acknowledged the role of State Education Minister Dr. Vanlalthlana, and appreciated the contributions of previous governments in laying the groundwork for this success.
“May the Northeast continue to lead the way in building a Shikshit, Kushal, and Atmanirbhar Bharat,” Chaudhary added.
According to the 2011 Census, Mizoram had a literacy rate of 91.33%, ranking third nationally.
Building on this strong foundation, the state launched a comprehensive literacy drive under the ULLAS (Understanding of Lifelong Learning for All in Society) initiative and the Nav Bharat Saaksharta Karyakram.
Through targeted surveys and data projections, authorities identified 3,026 non-literate individuals, of whom 1,692 were categorized as potential learners.
The literacy campaign saw the voluntary involvement of 292 educators, including students, teachers, and community resource coordinators, who spearheaded efforts across the state.

Officials credited the achievement to an inclusive, community-driven approach and a strong culture of volunteerism.
“This success is the result of relentless dedication, grassroots mobilisation, and a collective belief in the transformative power of education,” a senior education official said.
Mizoram’s literacy campaign is now being viewed as a potential model for replication in other states aiming to achieve 100% literacy under the National Education Policy.
