Meghalaya rolls out flagship scholarship scheme to boost higher education

Shillong: The Meghalaya government has officially introduced the Chief Minister’s Scholarship Scheme (CMSS) 2025, a key initiative designed to broaden access to higher education and encourage academic excellence across the state.

Chief Minister Conrad K. Sangma, who announced the scheme in the 2025-26 state budget, said it will provide an annual scholarship of Rs. 6,000 to all eligible students from Class 11 up to the PhD level.

The assistance will apply to those studying in recognised institutions both within Meghalaya and outside the state.

Unlike most scholarship programmes, CMSS comes without an income ceiling, making it accessible to all deserving students irrespective of their economic background.

Students from both government and private institutions, including nationally recognised colleges and universities, will qualify.

The scheme is expected to benefit nearly 80,000 students annually, with the state allocating Rs. 48 crore for its implementation.

Applications will open on September 1 through an exclusive online portal (https://meghalayaone.gov.in).

Applicants must submit identity proof—such as MHIS Card, MGNREGS Job Card, EPIC, or PDS Card—along with the previous year’s marksheet, a passport-size photograph, and a bona fide certificate from their institution.

Sangma said the programme reflects his government’s commitment to removing financial hurdles in education.

“Education is the foundation for the future of our youth. Through this scheme, we aim to empower young people of Meghalaya to pursue their dreams without constraints,” he said.

The education department has urged eligible students to apply online from September 1 to avail the benefits.
