Shillong: Meghalaya Governor CH Vijayashankar on Friday called for concerted efforts to ensure the effective implementation of the Right to Education (RTE) Act.
At a programme held at Raj Bhavan, the Governor released the Standard Operating Procedure (SOP) for the Act and inaugurated a dedicated website to operationalise Section 12(1)(c), which mandates private, unaided, non-minority schools to reserve 25 per cent of entry-level seats for children from disadvantaged groups.
Addressing attendees, Vijayashankar described the launch as a “vital step towards inclusivity, equality, and fulfilling every child’s constitutional right to education.”
He said the SOPs would provide clarity and uniformity for schools, while the website would enhance transparency and efficiency in the admission process.

“This is more than legal compliance. It is a strategic investment in inclusive growth, social integration, and the future of Meghalaya and the nation,” the Governor added.
Education Secretary Vijay Kumar Mantri explained that children admitted under Section 12(1)(c) will not be charged any fees, with the government reimbursing schools for the cost.
He highlighted that the initiative seeks to bridge socio-economic gaps and enable children from disadvantaged backgrounds to access quality education in private schools.
