Shillong: Chief Minister Conrad K. Sangma on Tuesday unveiled the One-Time Settlement (OTS) Scheme 2025 for consumers of the Meghalaya Energy Corporation Limited (MeECL).
The initiative, launched in the presence of Power Minister Abu Taher Mondal, aims to benefit nearly 45,000 consumers by waiving over Rs. 26 crore in surcharges and penalties.
Under the scheme, consumers will need to pay only 40% of their principal dues upfront, with the remaining 60% spread across five equal interest-free instalments.
Sangma stated that the intervention was designed to ease the financial burden on consumers with pending electricity dues and encouraged them to take advantage of the scheme.
The OTS Scheme 2025 is applicable to “Domestic Low Tension (DLT)” and “Kutir Jyoti/BPL” consumers with a declared load of up to 5 kilowatts.
It specifically targets disconnected consumers due to non-payment, with the aim of recovering long-standing electricity bill arrears.
The scheme is effective from March 1 to March 31, 2025. The MeECL currently faces outstanding dues amounting to Rs. 119 crore.

Sangma further announced that there would be no scheduled load shedding this year and commended the department for its reforms in MeECL, which have brought Aggregate Technical and Commercial (AT&C) losses down to less than 18%.
He also informed that the government is working to stabilize power distribution in rural areas, with plans to establish 10 new substations starting next month.
The chief minister reiterated the government’s commitment to improving Meghalaya’s power infrastructure and providing reliable electricity services.
