Shillong: The State Commission for Protection of Child Rights (SCPCR) has appealed to Meghalaya Chief Minister Conrad K. Sangma to adopt a structured and humane approach to street dog management across the state.
In a letter dated August 20, Commission Chairperson Agatha K. Sangma lauded the chief minister’s previous efforts on animal welfare and stressed the need for a comprehensive framework focused on compassion and coexistence.
The panel suggested measures such as designated feeding zones, sterilisation and vaccination drives, and public awareness campaigns to address the growing concerns related to stray dogs.

The letter also cited national initiatives, including the Animal Birth Control (ABC) program and the Prevention of Cruelty to Animals Act, 1960, as guiding frameworks.
“We believe Meghalaya can set an example by embracing the spirit of ahimsa and coexistence,” Agatha said, urging the government to take “concrete steps” toward building a culture of compassion.
The appeal underscores the Commission’s call for the state to lead by example in animal welfare and community safety.
