Shillong: The Meghalaya Cabinet on Tuesday approved a series of important measures, including the resolution of a long-pending land dispute in Sohra, the adoption of new service rules, and the rollout of a digital system to enable paperless governance.
Chief Minister Conrad K Sangma, who chaired the meeting, said that 128 acres of land at Saitsohpen in Sohra Civil Sub-Division will be handed over to the ‘Elaka’ of Hima Sohra, while the remaining area will continue under the General Administration Department (GAD).
The decision, he said, follows recommendations of a committee headed by Deputy Chief Minister Prestone Tynsong, which held extensive consultations with stakeholders for more than a year.
The Sohra land dispute, dating back to the British era, has seen the ‘Elaka’ assert traditional ownership based on historical records and occupation.
“With this decision, we hope to bring closure to the long-standing issue between the Elaka and the GAD,” Sangma told reporters.
The Cabinet also approved the Meghalaya Directorate and District Drivers’ Service Rules, 2025, which will guide recruitment and promotion of staff, and endorsed standard operating procedures for the newly inaugurated Taraghar State Guest House.

In a move towards digital transformation, the government launched an e-Cabinet platform, allowing ministers to access agendas, documents, and records of past meetings online.
The initiative, Sangma said, is designed to make cabinet proceedings paperless while ensuring efficiency and security.
“Only authorised ministers will have access to the system, and robust security protocols have been put in place,” he added.
