Manipur targets resettlement of over 40,000 IDPs by March-end: Chief Secretary

Imphal: The Manipur government is working to resettle more than 40,000 internally displaced persons (IDPs) by March 31, Chief Secretary Puneet Kumar Goel said on Thursday, outlining the state’s rehabilitation roadmap amid prolonged ethnic unrest.

Goel said around 16,500 displaced persons have already been resettled, while efforts are underway to rehabilitate the remaining families in a phased and secure manner.

Manipur has witnessed large-scale displacement following ethnic clashes between the Meitei and Kuki communities since May 2023, which claimed at least 260 lives and left thousands homeless.

The state has been under President’s Rule since February 2025.

According to the Chief Secretary, a state-level committee has been constituted to closely monitor the rehabilitation process and ensure coordinated implementation across departments.

He said the government’s objective goes beyond shifting families out of relief camps.

“The primary aim is to gradually and safely rehabilitate IDPs, restore stable living conditions and enable the resumption of livelihoods, education and normal community life,” Goel said in a statement, adding that the focus is on long-term recovery rather than temporary relocation.

He said the government has sanctioned around 7,000 houses under the Special Pradhan Mantri Awas Yojana–Gramin (PMAY-G) for the reconstruction of fully damaged homes, with construction at various stages of completion.

So far, approximately Rs 124 crore has been released for resettlement and rehabilitation activities at different locations across the state.

Goel said the government is targeting the resettlement of over 10,000 displaced families, comprising more than 40,000 individuals, by March 31, as part of its broader effort to restore stability and normalcy in the conflict-affected regions.
