Imphal: The Manipur government has transferred 13 IAS officers across various departments, marking one of the most extensive reshuffles in recent months.
The move was detailed in an official notification issued earlier this week.
Pooja Elangbam, who had been serving as the Director of Tourism, has been appointed as the new Deputy Commissioner of Bishnupur district.
She is being succeeded by L Bikram, who previously held the position of Bishnupur DC.
A Subash Singh, the outgoing DC of Thoubal, has been reassigned as Additional Secretary in the departments of Home and Personnel and will also take charge as Director of Institutional Finance.
Hannah Kahmei, currently Joint Secretary in the Public Health Engineering Department (Veterinary), will replace him as the new DC of Thoubal.
In other changes, Ranjan Yumnam, who held the position of Director of Institutional Finance, has been appointed as Additional Secretary in the PHE Department. Luckysom Ngamsha, formerly Joint Secretary in the Textiles Department, will now lead the Department of Tribal Affairs and Hills as its Director.
Transport Director Nivedita Lairenlakpam has been posted as Deputy Commissioner of Imphal East.
The current DC, Khumanthem Diana, has been transferred to take over as the new Director of Transport. Krishna Kumar, who had been serving as DC of Tengnoupal, will now function as Special Secretary in the Power Department.
His replacement, Saurabh Yadav, who had been Joint Secretary handling Transport and Power, will now oversee Tengnoupal as DC.
Robert Singh Kshetrimayum, Secretary of the Manipur Lokayukt, has been assigned additional responsibilities as Secretary of the Minor Irrigation Department.
Additionally, U Chaitanya, ADC of Kakching, has been moved to the position of SDO Waikhong.

These changes come at a time when Manipur remains under President’s Rule, imposed on February 13 following the resignation of Chief Minister N Biren Singh.
The state has been grappling with ethnic violence between the Meitei and Kuki-Zo communities since May 2023, which has resulted in more than 260 fatalities and left thousands displaced.
While the state assembly’s tenure continues until 2027, it currently remains in suspended animation.
