Imphal: The District Commissioner of Manipur’s Imphal West, Mayanglambam Rajkumar Singh, has issued a directive mandating No Objection Certificates (NOC) for all buildings and structures within a 56-kilometre radius of Imphal International Airport.
“It is mandatory to obtain No Objection Certificates (NOC) for height clearance for all buildings and structures, particularly those falling within the red zone of the Colour Coded Zoning Map (CCZM) of the Imphal International Airport and generally for all structures within a radius of 56 km from the Imphal Airport Aerodrome Reference Point (ARP) from the Airport Authority of India (AAI),” the notification stated.
The directive follows compliance with the Bharatiya Vayuyan Adhiniyam, 2024 (Indian Aircraft Act, 2024), the Aircraft (Demolition of Obstructions) Rules, 1994, and the Ministry of Civil Aviation’s GSR 751(E) notification issued on September 30, 2015.
Imphal International Airport is located approximately 7 kilometres from the city centre. As per aviation safety regulations, all construction activity within the designated radius must comply with prescribed height restrictions to prevent obstructions to aircraft operations.
The DC has urged all citizens and developers to obtain NOCs before proceeding with construction.
Any violation involving the height of buildings, structures, or trees will be dealt with as per the Aircraft Rules, 1994.

The Airports Authority of India (AAI) has introduced the No Objection Certificate Application System (NOCAS), an online portal to streamline the application process for height clearance.
Applicants can access the system via www.aai.aero or directly at https://nocas2.aai.aero. The portal also includes an interactive map displaying permissible building heights.
