Imphal: The Meitei civil organisation Coordinating Committee on Manipur Integrity (COCOMI) on Friday called for a clear, written resettlement plan for Internally Displaced Persons (IDPs) in Manipur, complete with village-wise timelines.
In a memorandum submitted to Governor Ajay Kumar Bhalla on December 26, COCOMI said it was “deeply concerned” over the absence of visible, time-bound and ground-level measures needed to ensure the safe and dignified resettlement of displaced persons.
It said the lack of a structured resettlement framework has created uncertainty and prolonged hardship for IDPs living in relief camps and temporary shelters.
The organisation also urged the immediate issuance of a detailed public resettlement plan with village-specific timelines, along with adequate security deployment to enable IDPs to return to their native villages.
The memorandum stated that the resettlement of displaced persons must not be treated as a discretionary executive measure but as a constitutional obligation of the state.
It also urged the administration to begin the resettlement process by December, citing the deteriorating humanitarian conditions faced by displaced families.

The organisation warned that delays in rehabilitation could further undermine public trust and exacerbate social tensions. COCOMI appealed to the governor to intervene and instruct the state administration to act decisively to ensure justice, safety and dignity for all displaced citizens of Manipur.
