New Delhi: Prime Minister Narendra Modi on Saturday distributed approximately 65 lakh Svamitva property cards to beneficiaries across 10 states, including Mizoram.
During the event, the prime minister highlighted that the distribution of these cards would boost economic activities and contribute to poverty reduction.
Through a video conference, he engaged with some of the recipients and emphasised how the scheme would enable people to access loans and avail of government benefits.
The property cards are being handed out to beneficiaries in over 50,000 villages across 10 states: Chhattisgarh, Gujarat, Himachal Pradesh, Madhya Pradesh, Maharashtra, Mizoram, Odisha, Punjab, Rajasthan, Uttar Pradesh, and the Union Territories of Jammu & Kashmir and Ladakh.
“Today, around 65 lakh Svamitva property cards are being distributed, which will benefit approximately 2.24 crore villagers,” said the Prime Minister.
Modi also referred to the global challenge of securing property rights, quoting a United Nations study that found many people worldwide lacked legal property documents.
He emphasised the importance of property rights in poverty alleviation.
“Years ago, an eminent economist had described rural property as ‘dead capital’ because it could not be utilised for financial gain. People in India had properties worth billions, yet lacked documentation, resulting in disputes, property seizures, and even denial of loans by banks,” he said.
The prime minister criticised previous governments for not addressing this issue, particularly for Dalits, backward classes, and tribals, who were most adversely affected by the lack of property rights.
“Now, after receiving legal property rights, many people have used their property to obtain loans and start businesses, especially farmers who see this as a step towards financial security,” Modi added.
He noted that the Svamitva and Bhu-Adhaar initiatives would form the foundation for rural development in the country.

The event was attended by Union Minister of Panchayati Raj Rajiv Ranjan Singh ‘Lalan’, Union Minister of State for Panchayati Raj S P Singh Baghel, and Ministry of Panchayati Raj Secretary Vivek Bharadwaj.
It was also attended virtually by various chief ministers, Union ministers, and state officials.
In addition, over 230 districts are organizing physical distribution events for the property cards, and around 13 Union ministers are expected to attend regional ceremonies across the country.
