Chirang (Assam): In anticipation of the monsoon season and the expected rise in water levels of key rivers such as the Aie, Nangalbhanga, and Champa, the District Magistrate of Chirang, Jatin Bora, has issued a prohibitory order under Section 163 of the BNSS Act, 2023. The order is aimed at mitigating risks associated with potential flooding and safeguarding public life and property.
The administration has flagged the imminent danger of rivers breaching danger levels, which could lead to inundation in low-lying residential areas. In response, restrictions have been placed on various river-based activities, including boating and fishing, to prevent accidents during the volatile weather conditions.
According to the order, all private boats are barred from operating at unauthorized ghats or along rivers, while lessee-operated boats at notified ghats are restricted from movement between 5:00 PM and 6:00 AM. Boats lacking mandatory safety gear—such as life jackets, buoys, divers, and rescue ropes—are prohibited from navigating altogether. Additionally, overloading and operating boats during rainy or stormy conditions have also been banned.
Boats deemed unfit for navigation will not be allowed to operate, and public access to riverbanks, damaged roads, and breached embankments is strictly forbidden.
Crossing of rivers or streams by the general public has also been restricted as a precautionary measure.
The order has been issued ex-parte, citing the urgent need to prevent loss of life and minimize damage during the monsoon season.
However, it exempts government personnel engaged in official duties, including emergency and relief services, security forces, forest guards, and other essential workers.
The order comes into effect immediately and will remain in force until further notice. Violations will attract legal action under Section 188 of the Indian Penal Code.
Residents or stakeholders seeking exemptions or modifications to the order may submit a written appeal to the office of the District Magistrate, Chirang.
