GUWAHATI: The National Disaster Management Authority (NDMA), in collaboration with the Assam State Disaster Management Authority (ASDMA), is set to conduct a state-level Mock Exercise (ME) to simulate a flood disaster scenario in Assam.
The exercise will take place in two phases: a Table Top Exercise (TTEx) on December 17, and a physical Mock Exercise (ME) on December 19.
An orientation and coordination conference (OCC) was held on December 16 via video conference at the ASDMA Conference Hall, bringing together various stakeholders from line departments and responding agencies.
Around 100 participants from 10 district headquarters—Barpeta, Bongaigaon, Cachar, Darrang, Dhubri, Goalpara, Kamrup, Morigaon, Nagaon, and Nalbari—attended the virtual conference.
Brig. Ravindra Gurung, Senior Consultant with the NDMA, chaired the conference and discussed the proposed work schedule with the participants to assess their preparedness for the upcoming exercises.
The OCC served as a platform for participants involved in disaster management and emergency response to discuss initial plans and ensure coordination for the exercise.
Brig. Gurung explained that the Mock Exercise would be based on the Incident Response System (IRS).
During the exercise, the state will simulate the response to a flood disaster, with Incident Response Teams (IRTs) playing a key role.
The Table Top Exercise on December 17 will focus on evaluating plans, procedures, and coordination among agencies, without actual on-ground execution.
This phase aims to clarify roles, responsibilities, and enhance preparedness.
On December 19, the Mock Exercise will be conducted to test the emergency management system’s capability in real-time.
This phase will involve the mobilisation and deployment of resources to demonstrate coordinated response efforts based on the IRS.
The video conference was attended by key officials, including Alakananda Medhi, ACS, State Project Coordinator of ASDMA; Biraj Das, Superintendent of Police (C), Assam Police; Ripun Borah, AGM (ATM), RHQ, AAI, NER; Maj. Tirthankar Deka, HQ 4Corps (TAC); and senior officials from various government departments, including health, police, and veterinary services.
The exercise aims to strengthen Assam’s disaster response framework and ensure the state’s readiness to handle flood situations efficiently.
