The Assam government has simplified the mutual transfer process for teachers in a bid to improve convenience for teachers while ensuring quality education for students.
The School Education Department notified that changes were made in the public interest and for administrative convenience so teachers can benefit and focus on improving the quality of education for students.
It also stated that Clause 8 of the Assam Elementary and Secondary School Teachers (Regulation and Posting) Act, 2020 provides that mutual transfer of teachers shall be conducted every year through an online process in a transparent manner without adversely affecting academic support to students.
Under the revised guidelines, newly appointed teachers will now be eligible for mutual transfers, provided the exchange takes place strictly between teachers of the same status and through the prescribed online process.
The government has also withdrawn the existing rule that prevented teachers who had already availed a transfer from applying again within two years.
However, all other provisions of the Assam Elementary and Secondary School Teachers (Regulation and Posting) Act, 2020 and related rules and guidelines will remain unchanged.
The Mission Director, Samagra Shiksha, Assam, the Director of Elementary Education, Assam and the Director of Secondary Education, Assam has been directed to take necessary steps to implement the revised provisions through the state’s online teacher transfer portal.
The notification states that mutual transfers do not adversely affect the Pupil-Teacher Ratio (PTR) and that allowing transfers among teachers of the same status will not compromise academic support to students.

Taking to X, Assam Education Minister Ranoj Pegu shared the development, stating that the reform has been introduced to make the process easier for teachers while maintaining the quality of education for students.
He said, “The Govt of Assam has simplified the mutual transfer process for teachers. Newly appointed teachers can now apply for mutual transfer, and the earlier 2-year restriction on reapplying after a transfer has been withdrawn. This reform will improve convenience for teachers while ensuring quality education for students.”
