GUWAHATI: In the wake of a devastating accident in Assam’s Deragaon that claimed the lives of at least 12 individuals, the state government has swiftly responded by issuing a comprehensive set of guidelines aimed at preventing such tragedies during the ongoing picnic season.
The government’s proactive measures include the introduction of a Standard Operating Procedure (SOP) designed to prioritise the safety of citizens.
The guidelines stress on responsible transport practices, strictly limiting passenger numbers in picnic vehicles and imposing a ban on loud music during the trips.
Addressing a key concern, the SOP outlines decisive police action against dhabas involved in the illegal sale of liquor, aiming to curb the availability of illicit substances in and around picnic spots.

Additionally, drivers are now held accountable under a zero-tolerance policy for alcohol consumption before operating vehicles.
According to the SOP, picnic organisers are required to inform local police stations about their trip itineraries, fostering better monitoring and enabling timely assistance if needed.
To bolster security, police surveillance teams will be strategically deployed at popular picnic locations, collaborating with Village Defence Parties where necessary.
The SOP covers a range of vital points:
- Prevention of overcrowding in picnic-bound vehicles.
- Prohibition of illicit liquor trading around picnic spots.
- Strict prohibition of drivers consuming intoxicants before driving.
- A ban on loud music within vehicles.
- Continuous police raids on dhabas engaged in the illicit sale of liquor.
- Restrictions on movement of picnic parties before sunrise and after sunset.
- Mandatory notification to local police stations about travel origin and destination.
- Deployment of police surveillance groups, with assistance from Village Defense Parties, at every picnic spot.
- Provision of ample lighting in and around vulnerable picnic spots.
- Designation of sufficient parking areas in every picnic spot.
- Proper briefing of bus drivers responsible for transporting picnic parties.
- Ensuring no movement during fog, especially for picnic parties.
