Guwahati: The Assam government on Wednesday (February 11) reopened the Teacher Transfer Management System (TTMS)-2026 to facilitate online transfer applications for eligible teachers across the state, officials said.
The official portal, https://hrmsassam.in, is used by the Department of School Education to process transfers of teachers working under Elementary, Secondary and Samagra Shiksha, Assam. The Human Resource Management System (HRMS) platform maintains a centralised digital database of teachers’ service records and enables a transparent, technology-driven transfer mechanism.
Officials said the department has facilitated large-scale teacher mobility since 2022. According to cumulative data, 12,324 mutual transfers have taken place within districts, while 18,592 mutual transfers were recorded between districts. In addition, 5,369 single transfers were carried out within districts and 6,528 single transfers between districts, taking the total number of transferred teachers to 42,813 across the state.
The Department of School Education has decided to reopen TTMS-2026 with effect from February 11, 2026. The online system has been designed to ensure fairness, maintain subject-wise academic balance and strengthen digital governance in teacher management, in line with the existing Standard Operating Procedure (SOP).
As per the guidelines, male teachers who have completed a minimum of seven years of continuous service in the same district are eligible to apply, while female teachers who have completed at least five years of continuous service in the same district may also apply.
Teachers with a medium mismatch (L-1) will be eligible to apply for inter- or intra-district single transfers without the requirement of completing five or seven years of continuous service, as applicable.
Differently-abled teachers with at least two years of continuous service in the same district will be given preference-based consideration, officials said.
Mutual transfers will be permitted only where the category, medium of instruction and L-1 status of both applicants are identical. Teachers suffering from critical diseases may apply on medical grounds without considering the duration of service, as provided under the Act and Rules.
Once transferred, either through mutual or single transfer, a teacher will not be eligible for another transfer for a period of two years.
Single subject teachers in Upper Primary and Secondary schools, including Science and Mathematics graduate teachers, Hindi teachers and Classical teachers such as Sanskrit and Arabic, will not be considered for single transfers.
Teachers from the Tea-Tribe Community serving in tea garden areas will generally not be transferred, except under exceptional administrative circumstances, officials said.

The reopening of TTMS-2026 reflects the Assam government’s continued commitment to transparency, equity and efficient teacher deployment through digital platforms. Eligible teachers have been advised to submit their applications online within the notified timeline.
