The Assam government has formally constituted the 8th Assam Pay Commission, 2026, aimed at evaluating and revising pay structure, allowances and service conditions of state government employees.
The commission will be chaired by retired IAS officer Subhash Chandra Das. This comes nearly a decade after the last revision implemented in April 2016.
According to the order issued by the Finance (Pay Research Unit) Department, the Secretary, Finance (PRU) Department will serve as the Member Secretary of the Commission.
Other members include the Senior Most Secretary, Personnel Department; Senior Most Secretary, ARTPPG Department; Senior Most Secretary, Finance Department; LR-cum-Commissioner & Special Secretary, Judicial Department; Special Director, Finance (Budget) Department or nominee of Senior Most Secretary, Finance Department; and Prof. Ratul Mahanta, Gauhati University.
The newly formed Commission will adopt a reform-oriented approach that goes beyond a conventional pay revision exercise. The Commission has been asked to adopt a broader approach, linking pay revision with administrative reforms, better use of technology, manpower rationalisation and improved public service delivery.

According to the Terms of Reference, the Commission will examine the principles governing the structure of emoluments and service conditions of State Government employees, excluding officers of the All India Services, employees drawing UGC/AICTE or technical pay scales in specified higher and technical institutions, and Judicial Service officers governed by separate national recommendations.
The Commission has also been assigned the responsibility with reviewing allowances, medical facilities, travel entitlements, hardship allowances, retirement age and death-cum-retirement benefits. In addition, it will access the pension and dearness relief framework for pensioners in relation to movements in the Consumer Price Index, ensuring that any recommendations remain fiscally sustainable.
Furthermore, the Government has directed the Commission to evaluate the current Human Resource Management Systems and propose measures for full digitisation of service records and payroll processes. This includes integration with treasury and financial management platforms, real-time monitoring of promotions and pensions, and the implementation of digital performance evaluation systems.
