Guwahati: The Assam government has approved the release of Rs 479 crore in the first phase for constructing a state-of-the-art judicial township in North Guwahati, Chief Minister Himanta Biswa Sarma announced on Sunday.
Addressing reporters after a cabinet meeting, Sarma said administrative approval has been granted for developing the township over 100 bighas (around 33 acres) of land at Rangmahal, North Guwahati.
“The cabinet has accorded administrative approval for the first phase of work to build the judicial township, which will cost Rs 478.78 crore,” the Chief Minister said.
He added that the first phase will primarily focus on establishing a comprehensive High Court complex, where all buildings will be interconnected with bridges to create an integrated judicial hub. The project will include the High Court, bar, and office buildings.
The Chief Minister further said the cabinet has also approved the ‘Assam Startup and Innovation Policy 2025–30’, aimed at transforming Assam into one of India’s leading centres for entrepreneurship and innovation over the next five years. The initiative will involve an estimated expenditure of Rs 397 crore during this period.
Additionally, the cabinet cleared the proposal for setting up ‘SU-KA-PHA University, Assam’, preferably in Charaideo district.

Sarma further said the cabinet has approved the fixation of the effective date of promotion under the Career Advancement Scheme (CAS) for Assistant Professors and Librarians serving in government-funded colleges across Assam.
