Barpeta: The Barpeta District Administration of Assam has vowed to enforce stricter measures to uphold the Prevention of Cruelty to Animals Act, 1960, to combat animal cruelty.
A high-level meeting was convened earlier this week at the District Commissioner’s Office to discuss the issue, chaired by Additional District Commissioner (ADC) Jayanta Bora.
The meeting was attended by officials, including the Joint Director of Health, District Veterinary Officer (DVO), Divisional Forest Officer (DFO), police officials, and representatives from various NGOs.
During the meeting, Bora announced that an extensive public awareness campaign would be launched immediately.
The campaign will target government offices and public health institutions, including Circle Offices, Block Offices, and medical centres.
Flyers highlighting the dos and don’ts of animal welfare will be distributed across the district to educate the public on the importance of treating animals humanely.
A major concern discussed was the improper transportation of livestock.
The DVO emphasised that new measures will require health certification for animals being transported outside the district.
Additionally, strict regulations will be enforced to prevent overloading of vehicles, ensuring compliance with established limits for animal transport.
ADC Bora stressed the importance of legal enforcement, adding, “Existing penal provisions must be effectively implemented. Circle Officers will collaborate with Gaon Burhas, while Agricultural Development Officers will engage with farmers to promote humane treatment of animals.”

Educational materials will be distributed at the grassroots level through coordinated efforts involving BDO offices, GP secretaries, and local panchayat bodies.
Gaon Pradhans and ASHA workers will also play a crucial role in raising awareness and ensuring the message reaches every corner of the district.
This initiative is being led by the Society for Prevention of Cruelty to Animals (SPCA), under the guidance of District Commissioner Rohan Kumar Jha, and is in line with the Government of Assam’s ongoing commitment to strengthening measures against animal cruelty.
The Barpeta District Administration’s proactive approach underscores the importance of ensuring ethical treatment for animals and ensuring that the law is upheld to protect the well-being of all creatures.
