Dibrugarh: Thirty personnel of the newly raised Municipal Enforcement Force (MEF) in Dibrugarh have completed an intensive week-long Civil–Military training programme conducted by the Indian Army’s Spear Corps, officials said.
The training, designed to boost operational readiness and professionalism, focused on critical skills such as weapon handling, VVIP security, crowd control, disaster relief, and crisis response management.
Participants also underwent sessions on leadership, discipline, and teamwork—attributes considered essential for maintaining law and order in challenging situations.
Army instructors with operational experience led the programme, combining practical drills, scenario-based exercises, and workshops to prepare the force for both routine enforcement duties and emergency responses.

Officials described the initiative as a significant step in civil–military cooperation, aimed at creating a more capable local enforcement system.
“This collaboration strengthens coordination between the Armed Forces and civic bodies while building public confidence in security mechanisms,” a senior official said.
The Dibrugarh Municipal Corporation and the Army expressed hope that the model would be replicated in other regions, reinforcing preparedness and resilience across local enforcement agencies.
