Itanagar: OIL India Limited (OIL) has signed a Deed of Agreement for the Composite Licence of the Phop Graphite and Vanadium block at Yazali Circle in Arunachal Pradesh.
The agreement, inked on Thursday for the mineral block located in Keyi Panyor district, was signed in the presence of the state Geology and Mining Secretary A K Singh, OIL’s Chief General Manager Raghunath Mishra, and Director of the Centre of Earth Science and Himalayan Studies (CESHS) Tana Tage.
In a post on X, Chief Minister Pema Khandu said, “Happy to note the successful execution of Composite Licence Deeds for exploration of strategic graphite and vanadium mineral blocks at Depo (Papum Pare), Phop (Keyi Panyor) and Radhpu in Arunachal Pradesh.”
The Chief Minister congratulated the Department of Geology & Mining and the partner companies—Vedanta Limited, Oil India Limited, and Orissa Metallik Private Limited—on achieving this important milestone.
He said, “The systematic exploration of critical minerals like graphite and vanadium will play a vital role in supporting electric mobility, energy storage, defence and high-technology sectors, while also generating employment and fostering sustainable economic growth in the State.”
Under the terms of the agreement, CESHS will join the project as a local partner with a 10 per cent stake. As a stakeholder with a strong grassroots presence, CESHS will support preliminary and exploratory survey work and assist in coordinating with local communities and authorities to ensure smooth conduct of exploration activities.
Officials said that OIL’s technical expertise in mineral and resource exploration, combined with CESHS’s local knowledge and on-ground engagement, is expected to enhance operational efficiency, strengthen stakeholder coordination, and promote responsible and sustainable mineral development in the region.

Khandu further added that the state government remains committed to transparent, responsible and community-oriented mineral development for the long-term benefit of the people of Arunachal Pradesh.
