Khandu inaugurates new ATI in Naharlagun, calls it key to training future administrators

Itanagar: Arunachal Pradesh Chief Minister Pema Khandu on Friday inaugurated the new Administrative Training Institute (ATI) building in Naharlagun, calling it a cornerstone for nurturing the next generation of state administrators.

The newly constructed complex features a four-storied administrative and academic block and a six-storied hostel block, each built at a cost of Rs. 20 crore, officials said.

Recalling his first visit to the ATI in 2017, Khandu noted that the old facility’s limited space prompted the government to invest in modern infrastructure to better train officers and staff — the “backbone” of governance.

Highlighting the challenges of administering a state with difficult terrain, scattered habitations, and diverse tribal cultures, the CM said Arunachal Pradesh needs administrators who are skilled, empathetic, innovative, and committed to transparency and public service.

“Institutions like ATI are the crucibles where such officers are shaped,” he remarked.

Khandu added that the new facility would benefit the 140 newly recruited Group-A and Group-B officers of the APPSCCE 2024-2025 batch, who are set to begin a four-month induction program from October 6.

He also confirmed that staffing requirements for the institute are being addressed, with four full-time faculty members already inducted.

The CM further outlined a state-wide initiative to rationalise manpower across departments, directorates, and districts, being led by the newly constituted State Commission for Reforms.

“This rigorous exercise is expected to be completed within two years,” he said.

The ATI will continue to provide training for ministerial staff, mid-level officers, Arunachal Judicial Service officers, APCS recruits, and other administrative personnel.

The inauguration was attended by Itanagar MLA Techi Kaso, State Commission for Reforms member Hento Karga, Chief Secretary Manish Kumar Gupta, Finance Commissioner YW Ring, and other dignitaries.
