Itanagar: The house listing operations (HLO) of the Census of India 2027 will begin across Arunachal Pradesh on April 16, an official said.
According to an official statement issued on Sunday, the HLO will be carried out in the first phase of the census exercise. Assistant Director of Census Operations in the state, Chafikhur Rahman, said the process is a key component of the overall census programme.
He explained that the house listing exercise is meant to gather fundamental details about buildings, residential units and households. The information collected during this stage will help authorities plan and implement development initiatives more effectively.
Rahman noted that census data enables the government to assess housing conditions, the availability of basic amenities and other socio-economic indicators across the state.
As part of the digital census initiative, residents will also have the option of self-enumeration from April 16 to April 30. During this period, households can submit their information online through the official census portal.
The self-enumeration facility has been introduced to simplify the process for citizens. By entering their details through smartphones or computers, residents can contribute directly to the exercise while reducing the workload during the field survey stage.
After the online phase concludes, field-level house listing operations will be conducted between May 1 and May 30. Trained enumerators will visit homes in urban centres, rural areas and remote locations to gather the required data.
During these visits, enumerators will record information about buildings, census houses and households. They will also document the availability of essential services such as drinking water, sanitation facilities, electricity and other housing-related conditions.
Highlighting the importance of public participation, Rahman urged residents to cooperate with enumerators and ensure that the information provided is complete and accurate.
He also assured that all data collected during the census will remain strictly confidential and will be used only for statistical purposes.
Rahman added that reliable census data is particularly crucial for a geographically diverse and remote state like Arunachal Pradesh, where many areas are difficult to access.

Through the house listing exercise, the government aims to create an updated and comprehensive database of buildings and households across the state.
The commencement of the HLO, he said, marks a significant step in preparations for the Census 2027 and will help ensure that future development planning is guided by accurate and up-to-date information.
