Guwahati: A couple has been booked for allegedly hurling racial slurs, abusive remarks and threatening three women from Arunachal Pradesh during a dispute over minor repair work in the Malviya Nagar area of South Delhi, police said on Sunday.
The three women subsequently filed an FIR against the couple at the Malviya Nagar police station.
According to the Delhi Police, a case has been registered at the Malviya Nagar police station under BNS sections 79 (word intended to insult a woman’s modesty), 351(2) (criminal intimidation), 3(5) (common intention) and 196 (promoting enmity on grounds of religion, race, place of birth, residence, language) against Harsh Singh and his wife Ruby Jai.
The three women and the couple live in the same building. No physical injuries were reported, but the complainants claimed mental harassment and humiliation.
According to police, the incident took place around 3:30 pm on February 20 while drilling and electrical work were underway at the women’s fourth-floor rented apartment for the installation of an air conditioner.
“During the process, dust and debris from the work fell to the floor below, prompting objections from the residents, Harish Singh and his wife,” the officer said.
What began as an argument over the repair work soon escalated into a heated verbal argument, the police said.
A video of the incident has surfaced on social media, allegedly showing the couple making derogatory remarks at the three women and using abusive language targeting their identity and background.
They accused Ruby Jain of insulting them by saying that they worked at “massage parlours’, and that they should go and sell momos.

The situation worsened after the incident, when a building broker allegedly informed the women that they would have to vacate the flat within two months “due to planned repair work in the building”.
The women have called for a formal apology, saying the remarks were aimed not just at them personally but at the wider northeastern community as well.
