Itanagar: Arunachal Pradesh Chief Minister Pema Khandu has said the state government is developing a robust, technology-driven Inner Line Permit (ILP) system to effectively curb illegal migration and prevent misuse of permits, reiterating that protecting indigenous rights and upholding the rule of law remain top priorities.
In a post on X after chairing a review meeting at the civil secretariat here, Khandu said the new IT-enabled ILP system would track overstaying, expired permits, unusual travel patterns, and real-time entry and exit data. He stressed that the initiative aims to safeguard the state from unlawful stay and permit misuse while ensuring security and protection of indigenous communities.
Elaborating on the initiative, the chief minister said the earlier ILP mechanism suffered from monitoring gaps, which led the government to shift to a fully digital platform. He added that new rules for the ILP system would be implemented after Cabinet approval.
According to Khandu, the digitised ILP system will allow closer monitoring and more effective enforcement against illegal migration.
The chief minister further said that under the new framework, employers engaging labourers from outside the state would be required to formally notify the government, enabling authorities to conduct proper verification.

He added that the Bengal Eastern Frontier Regulation (BEFR), 1873—which governs the entry of non-residents to safeguard indigenous communities, land and culture—would be further amended to strengthen its provisions and effectiveness.
