Itanagar: In a major breakthrough, West Kameng District Police has busted a fake Inner Line Permit (ILP) racket during an intensified ILP verification drive in the state.
During the drive, police arrested a government employee from Assam who had allegedly been running the operation for the past several years.
The racket came to light on June 4 during intensified ILP checking at the Bhalukpong check gate. Police at the gate detected Inner Line Permits (ILPs) bearing forged signatures and seals of the Tawang Circle Officer.
Upon verification, the Circle Officer confirmed the seal and signature were forged.
Following this, a case was registered at Bhalukpong Police Station under relevant sections of the Bharatiya Nyaya Sanhita related to cheating and forgery, and the investigation was entrusted to Sub-Inspector Gagam Aje.
Acting swiftly, a special team from Bhalukpong Police Station, led by Inspector Thumgon Tali, launched a raid in Assam’s Tezpur city.
This operation was conducted under the guidance of SP Bomdila Sudhanshu Dhama (IPS) and DySP Headquarters K. Lingo.
The raid resulted in the arrest of Ashish Ghosh (30), son of Chandan Ghosh, a resident of Gorawanpatty, in Tezpur.
Notably, the accused is an Assam government employee, currently serving as an Information Assistant in the District Disaster Management Authority of Sonitpur district.
Ghosh is a trained computer expert and holds diplomas in computer applications.
He was allegedly using his technical skills to produce fake ILPs—both online and offline—by forging seals and signatures of Bhalukpong East Administrative Circle and Tawang Circle Officer.
During the raid, police seized key evidence including a laptop, four hard disks, ten pen drives, a mobile phone, nine ATM cards, four cheque books, several passbooks, and Rs 13,000 in cash.
Preliminary findings suggest that Ghosh prepared over 1,300 fake ILPs in just the last two to three months.
The alleged accused was arrested on June 5 and taken into police custody for further interrogation.
The investigation is underway, and police are probing possible wider linkages and accomplices in the racket.

Meanwhile, the Naharlagun Police carried out intensified Inner Line Permit (ILP) checking drives on Friday (June 6) across key areas including Papu Hills, Naharlagun, Nirjuli, and Banderdewa. During the coordinated operation, a total of 219 individuals were found without valid ILP documents.
Naharlagun SP Mihin Gambo stated that all violators were verified on the spot, processed under non-FIR cases, and presented before the Executive Magistrate.. Following due legal procedure, all violators were externed from the Capital Region.
