Block Education Officer (BEO) Posi Gamlin, an accused in the Arunachal Pradesh Public Service Commission (APPSC) paper leak scam 2022, has been terminated from service, reports said.
This development marks the end of nearly three years of suspension, reinstatement and departmental proceedings.
Gamlin was arrested in November 2022 by the State Anti-Corruption Bureau (ACB), formerly known as the Special Investigation Cell, for his alleged role as a broker in the recruitment scam. He was among 51 individuals arrested in what has been described as one of the largest irregularities in the state’s civil services examination process.
Subsequently, he was suspended from his service in 2022. However, Gamlin was reinstated in January 2025, following a directive by the Itanagar Permanent Bench of the Gauhati High Court, citing procedural lapses in the suspension procedures, which led to public outcry, resulting in the education department being forced to issue a suspension order again.
An inquiry authority was appointed, and its report was submitted on February 5, 2026. According to the dismissal order issued on Wednesday, the disciplinary authority reviewed the charges, documentary evidence, inquiry findings and Gamlin’s written submission before concluding that the allegations stood proven and constituted grave misconduct under the applicable service rules.
“Upon careful and independent assessment of the articles of charge, inquiry report, documentary evidence, and the written representation of the charged officer, the disciplinary authority concludes that the charges are fully established and constitute grave misconduct under Government of India conduct rules,” the termination order stated.

The disciplinary authority invoked Rule 11(ix), read with Rule 15(4), Rule 15(5), and Rule 15(6) of the Central Civil Service (Classification Control & Appeal) Rules, 1965, meaning dismissal from service, which shall ordinarily disqualify him from future employment under the government.
Gamlin has been provided with a copy of the inquiry report along with a show-cause notice and submitted his written response on April 10, 2025. His reply was considered before the final order was passed.
Other Education Department officials allegedly linked to the case include BEOs Iken Bagra and Radek Romin, PRTs Joi Sora and Tama Saroh, and Head Assistant Taniyang Gaduk.
It may be mentioned that, whistleblower Gyamar Padang had exposed the APPSC paper leakage scam in 2022. Padang, a candidate himself, had on August 28, 2022 lodged a complaint with Itanagar Police Station, claiming that the question papers of AE (Civil) Mains examination conducted on August 26 and 27 by the APPSC were leaked in advance. Based on his complaint, the Itanagar Police registered an FIR on September 10, 2022 and launched an investigation which was later handed over to the Special Investigation Cell (SIC) of the State Police.
