Shillong: The Chief Executive Member (CEM) of the Garo Hills Autonomous District Council, Albinush R. Marak, on Monday stepped down, citing moral responsibility in view of the prevailing political developments.
In a resignation letter addressed to the chairman of the Council on March 16, Marak said he had tried to serve the people of Garo Hills with sincerity during his tenure, focusing on their welfare, development and overall progress.
He noted that the Executive Committee under his leadership had initiated several measures and worked towards formulating and implementing rules and regulations aimed at protecting the rights, customs and interests of the local population.
Marak also said that while a number of development initiatives were undertaken during his time in office, some of them could not be fully implemented due to various challenges.
The outgoing CEM further acknowledged that 21 Members of the District Council (MDCs) had decided to bring a motion of no confidence against his leadership.
He pointed out that in a democratic institution, the effective functioning of the Executive Committee depends on the confidence and support of the majority of members.
“In view of the present circumstances and on moral grounds, I believe it is appropriate for me to step down from the office rather than continue in a position where the majority of members no longer have confidence in my leadership,” Marak said in the letter.

Despite resigning, he reaffirmed his commitment to public service, stating that he would continue to work for the welfare and betterment of the people of Garo Hills in whatever capacity possible.
Marak also requested the Chairman of the Council to accept his resignation from the post of Chief Executive Member with immediate effect.
