Arunachal Pradesh has emerged as the top performer among the North Eastern and Himalayan states in the Fiscal Health Index (FHI) for 2023–24, according to a report released by NITI Aayog.
The second edition of the Fiscal Health Index was unveiled in New Delhi on Wednesday by NITI Aayog Vice Chairman Suman Berry.
The index provides a detailed framework to assess and compare the fiscal performance of states, highlighting their financial strengths, weaknesses, and overall fiscal profile.
In the rankings for the North Eastern and Himalayan region, Arunachal Pradesh secured the top position, followed by Uttarakhand and Tripura.

The Fiscal Health Index evaluates states across five key pillars — quality of expenditure, revenue mobilisation, fiscal prudence, debt index, and debt sustainability.
The latest edition has expanded its coverage to include 18 major states along with 10 North Eastern and Himalayan states such as Meghalaya, Assam and others.
Reacting to the development, Chief Minister Pema Khandu congratulated the people of the state and said the recognition reflects Arunachal Pradesh’s continued commitment to sound fiscal governance.

In a post on social media platform X, Khandu said the ranking demonstrates the state government’s focus on responsible fiscal management, improved revenue generation and efficient utilisation of public funds.
He added that the achievement would further encourage the government to enhance fiscal transparency, strengthen expenditure quality and pursue sustainable development for the people of the state.
