Arunachal Pradesh cabinet launches Pakke Declaration Implementation Report–2025

Itanagar: The Arunachal Pradesh Cabinet on Monday unveiled the Pakke Declaration Implementation Report–2025, presenting an update on the progress achieved under the state’s climate resilience framework adopted four years ago.

The roadmap traces its origins to the Pakke Tiger Reserve–2047 Declaration on Climate Change Resilient and Responsive Arunachal Pradesh, which was formally adopted on November 13, 2021.

The declaration set out a comprehensive long-term plan aimed at conserving biodiversity, enhancing climate adaptation capacity and ensuring sustainable growth.

Sharing details of the development, Chief Minister Pema Khandu said in a post on X that the Cabinet had launched the implementation report, reiterating the government’s firm commitment to climate action.

“In Cabinet meeting today, we launched the Implementation Report of the Pakke Declaration on Climate Change Resilience & Responsive Arunachal Pradesh, reaffirming our State’s unwavering commitment to climate action. The Pakke Declaration continues to guide our roadmap toward a resilient, sustainable, and low-carbon future,” Khandu said.

The declaration is aligned with India’s Nationally Determined Contributions (NDCs), the 2030 Sustainable Development Goals, the Paris Agreement and the Sendai Framework for Disaster Risk Reduction.

It outlines 75 climate-resilient strategies organised under five thematic “Panch-Dhara” pillars, encouraging coordinated efforts among government departments and community stakeholders.

According to the 2025 report, the declaration comprises 410 action points, including 162 short-term, 122 medium-term and 126 long-term measures, being implemented across 23 departments. These span key sectors such as environment and forests, water supply, agriculture, horticulture, disaster management, tourism, urban development, transport, health, fisheries and hydropower.

Of the total action points, 246 have been completed, 70 are currently under implementation and 94 are in the initial stages. The report further notes that 68 of the 75 identified climate strategies have already been accomplished, supported by an investment of Rs 802.6 crore.

Officials said the achievements reflect the state’s structured and coordinated approach to climate governance. The Pakke Declaration was conceived to establish Arunachal Pradesh as a climate-responsive state while maintaining a balance between ecological conservation and developmental needs.

The government also reaffirmed its focus on strengthening good governance, enhancing human resource capacity and ensuring transparent and accountable administrative systems to safeguard the environment and promote public welfare. Continued departmental reviews and monitoring are planned as the state works towards its long-term climate resilience goals for 2047.
