Guwahati: The All Assam Minority Students’ Union (AAMSU) on Monday urged the Election Commission (EC) to ensure that the names of individuals included in the National Register of Citizens (NRC) are also reflected in the final electoral rolls.

The organisation further appealed to the poll panel not to delete the names of voters excluded from the NRC until they have exhausted all legal remedies available to them. The NRC, which was published in 2019 after an extensive verification exercise, excluded 19,06,657 people. However, the document has not been notified by the Registrar General of India, rendering it without official legal validity.

In a memorandum submitted to the EC, AAMSU pointed out that Assam is the only state in the country to have conducted the NRC exercise, and excluding NRC-included individuals from the final voters’ list would defeat the very purpose of the exercise. The memorandum was signed by AAMSU president Imtiaz Hussain and general secretary Minnatul Islam.

The students’ body also flagged alleged anomalies and discrepancies in the ongoing Special Revision (SR) of electoral rolls and urged the EC to intervene. It alleged that Chief Minister Himanta Biswa Sarma and leaders of the ruling party had made public statements regarding the deletion of names of persons evicted from land, which, AAMSU claimed, is not permissible under law.

AAMSU further alleged that certain officials were preventing genuine applicants—particularly those affected by land evictions—from submitting Form 8, which is required for corrections in the electoral rolls, including changes in residence. The organisation urged the EC to restrain the chief minister and BJP leaders from interfering in the Special Revision process through public statements or other activities.

The students’ body also sought directions to election officials to avoid rejecting bulk objections without granting hearings and to prevent harassment of applicants. It further called on the EC to ensure that the Special Revision of electoral rolls in Assam is conducted in a free and fair manner.

The ongoing Special Revision of Assam’s draft electoral rolls, being carried out ahead of the 2026 Assembly elections, has recorded a total electorate of 2,51,09,754, excluding doubtful voters. During the process, 10,56,291 names have been deleted due to reasons such as deaths, change of residence and multiple registrations.

The Special Revision aims to prepare an error-free electoral roll by enrolling eligible but unregistered voters, correcting clerical errors related to names, age and address, removing deceased voters, facilitating voter relocation, and identifying and deleting multiple entries where a single elector is registered in more than one polling station or constituency.

Following the publication of the Integrated Draft Roll on December 27, the process of filing claims and objections has begun. The final voters’ list is scheduled to be published on February 10.
