Shillong: The newly constructed building of the Khatarshnong Laitkroh Community and Rural Development (C&RD) Block was inaugurated on Monday by Pailastar Kharkongor, the Sirdar of Elaka Laitkroh, in the presence of Chief Minister Conrad K. Sangma and MLAs Gavin Miguel Mylliem and Matthew Beyond Kurbah.
Speaking at the event, the chief minister underlined the government’s commitment to inclusive governance, highlighting the involvement of community leaders and citizens in developmental milestones.
“Inclusive governance begins with participatory implementation. The inauguration of government assets by community leaders like the Sirdar signifies our vision to bring administration closer to the people and instill a sense of shared responsibility and ownership,” he stated.
The Block Integrated Development Complex is part of a larger initiative to upgrade infrastructure in all 46 existing and 10 newly created C&RD blocks across Meghalaya.
The project seeks to replace outdated rural administrative facilities with modern, functional, and citizen-centric infrastructure.
Reflecting on the state’s progress since 2018, the Chief Minister said, “When we assumed office, many block offices were in a state of disrepair. Since then, we’ve adopted a mission-mode approach to strengthen rural infrastructure. From repairing police stations and sub-division offices to sanctioning new DC office complexes, staff quarters, and multi-purpose halls, we are committed to building a robust foundation for grassroots governance.”
He also emphasised the importance of citizen participation in development.

“We want the public to not just witness development but actively be part of it. Inviting local stakeholders to inaugurate welfare schemes and infrastructure projects fosters civic pride and accountability,” Sangma added.
This approach, rooted in collaboration, underscores the role of traditional institutions, community leaders, and citizens in Meghalaya’s development.
