Imphal: A group of 21 legislators from the ruling National Democratic Alliance in Manipur has jointly submitted a memorandum to Prime Minister Narendra Modi and Union Home Minister Amit Shah, calling for immediate steps to establish a democratically elected government.

The MLAs stated that the imposition of President’s Rule on February 13, 2025, initially welcomed by the public with optimism, has failed to yield any significant improvement in peace and normalcy.

In a letter dated April 29, the legislators voiced concern over the deteriorating public mood and increasing agitation by Civil Society Organisations (CSOs), who are accusing elected representatives of not making efforts to form a government.

“There is a strong apprehension among the common people that violence may reoccur in the state. Many civil society organisations have come out openly against the imposition of President’s Rule and have been demanding the installation of a popular government,” the letter stated.

The MLAs noted that public rallies are being held almost daily, with CSOs placing mounting pressure on legislators.

“These organisations have started organising public rallies and street-corner meetings, instigating the general public and blaming the ruling MLAs for not forming a government,” the letter noted.

They emphasised that the only viable path toward restoring stability in Manipur is the installation of a democratically elected government.

“We assure you that we will work with full dedication and devotion to bring peace and normalcy to our state after the installation of a popular government,” they said.

The signatories of the memorandum included the following MLAs: Leishiyo Keishing, Ram Muivah, Khumukcham Joykishan, Soraisam Kebi, Losii Dikho, Lourembam Rameshore, J Kumo Sha, Sheikh Noorul Hassan, Paonam Brojen, Khwairakpam Raghumani, Tongbram Robindro, Thangjam Arunkumar, Dr. Yumnam Radheshyam, Md Achab Uddin, Janghemlung Panmei, Thokchom Radheshyam, Yumnam Khemchand, Nishikanta Sapam, Sorokhaibam Rajen, Khuraijam Loken and Kongkham Robindro.

The Centre imposed President’s Rule on February 13, following Chief Minister N Biren Singh’s resignation.

The decision came against the backdrop of ethnic violence between the Meitei and Kuki-Zo communities that began in May 2023, claiming over 250 lives and displacing thousands.
