Assam govt, AASU reach consensus on 38 points of Central panel report on Assam Accord

Guwahati: The Assam government and All Assam Students’ Union (Aasu) have arrived at a consensus on 38 out of 52 recommendations by the Justice (Retd) Biplab Kumar Sharma Committee regarding Clause 6 of the Assam Accord.

Addressing a press conference after the meeting, Chief Minister Himanta Biswa Sarma said, “Certain recommendations of the committee are to be implemented by the central govt and others by the state. Fifty-two recommendations fall within the purview of the state govt. The state govt and AASU have agreed on the action plan for 38 recommendations.”

For the remaining 14 suggestions, we need more time and will be discussed in future, he added.

Some of the important consensus decisions have been teaching Assamese as a language compulsorily in schools, conducting surveys of Char areas (riverine vegetative islands) and publishing government notifications in Assamese along with English, he said.

Clause 6 of the Assam Accord aims to provide constitutional, legislative, and administrative safeguards to protect, preserve, and promote the cultural, social, and linguistic identity and heritage of the Assamese people.
He added, “We hope to reach a consensus on all 52 recommendations after holding the third round of discussions with AASU in the first week of April.”

CM Sarma said all laws, rules, and notifications of the state government will be published in the Assamese language along with English.

In Barak Valley, these will also be published in Bengali, and in Boro in the Bodoland Territorial Region, in addition to English and Assamese.

The chief minister said a decision has been made to translate existing laws, rules, and notifications of the state into Assamese.

“The state govt, in collaboration with Gauhati University and Dibrugarh, will do this in a phase-wise manner. There are thousands of such documents. The need to use AI may arise,” he added.

On February 25, 2020, the Committee submitted its report on the implementation of the Assam Accord to the then Chief Minister Sarbananda Sonowal for handing it over to the Union Home Minister Amit Shah as the High-Level Committee (HLC) was formed by the central government.
