Chakma council chief Rasik Mohan Chakma ousted in no-confidence vote

Rasik Mohan Chakma, Chief Executive Member (CEM) of the Chakma Autonomous District Council (CADC) in Mizoram, was removed from his position on Wednesday following a no-confidence motion.

The motion was passed during the first sitting of the council’s winter session.

The no-confidence motion, introduced by opposition Zoram People’s Movement (ZPM) member Doymoy Daveng Chakma, secured nine votes in favour of Chakma’s removal, while eight members opposed it.

Two council members were absent during the voting.

According to sources, the motion was driven by concerns over Chakma’s dual role as both a Mizoram National Front (MNF) legislator and the CEM of the Chakma council.

Allegations of corruption and irregularities in recruitment under the council further fueled dissatisfaction among members.

In March, Mizoram Assembly Speaker Lalbiakzama issued a show-cause notice to Chakma, questioning his dual membership following complaints from opposition members.

Chakma, however, argued that holding the positions of CEM and MLA did not violate the “office of profit” provisions under current laws.

Rasik Mohan Chakma, 60, has had a long political career and was elected as CEM in May 2023 for his sixth term.

He also won the Chakma-dominated Tuichawng seat in the November 2023 state assembly elections on an MNF ticket.

Chakma previously held dual roles as CEM and MLA between 2003 and 2005.

However, he resigned from his legislative seat in 2005 to retain the CEM position after the passage of the Mizoram State Legislature Members (Removal of Disqualification) (Amendment) Bill in 2006.

The removal of Chakma from his CEM post marks a significant political shift within the Chakma council and raises questions about the future leadership of the autonomous body.
